论外资进入我国房地产市场的规模和影响及对策

摘    要
自改革开放以来,外商对中国房地产行业的直接投资对我国房地产乃至国民经济的发展发挥了非常重要的作用。文章对外资进入我国房地产市场有关问题进行了探讨,首先介绍了外资进入我国房地产市场的现状,接着分析了外资对我国房地产市场的影响,最后提出了我国政府调控外资进入我国房地产市场的对策。文章认为,外资进入我国房地产市场助推了房地产价格的上涨,影响了国内信贷政策的有效性,加大了人民币升值的压力。国家虽然已经出台了许多控制外资进入房地产市场的政策措施,但效果不理想,不能控制房价继续上涨的趋势。因此,政府必须继续加大对外资进入我国房地产市场的宏观调控,主要措施是:第一,严格外资进入我国房地产业的准入条件,加强对外资经营房地产的管理;第二,坚决打击捂盘售等各种违法行为;第三,增加住房供给,保障中低收入家庭的住房需求。

Abstract
Since the reform and open policy, the foreign merchant has played thecount for much role to the Chinese real estate profession directinvestment to our country real estate and even the national economydevelopment. The article entered the our country real estate marketrelated question to the foreign capital to carry on the discussion,first introduced the foreign capital entered our country real estatemarket the present situation, then has analyzed the foreign capital toour country real estate market influence, finally proposed our countrygovernment regulated the foreign capital to enter our country realestate market the countermeasure. The article believed that, theforeign capital entered our country real estate market to boost thereal estate price rise, has affected the domestic credit policyvalidity, has enlarged the Renminbi revaluation pressure. The country although already appeared many controls foreign capitals to enter thereal estate market the policy measure, but the effect was not ideal,could not control the tendency which the house price continued torise. Therefore, the government must continue to enlarge enters ourcountry real estate market to the foreign capital the macroeconomicregulation and control, the main measure is: First, the strict foreigncapital enters our country real estate industry to enter thecondition, strengthens to the foreign capital management real estatemanagement; Second, Resolutely against concealed disc sales and other offenses; Third, increases the housing supplies, inthe safeguard the low income family housing demand
